1.  a.  Does the Chapter have a NSC?  (2 points)       __________

2.  Actions in support of national security and objectives of the Order:

    a.  Number of letters to members of government officials on national security issues (letters to several legislators, the President cabinet officials or other appropriate persons or agencies on the same issue count as one letter (2 points per letter - max 10 points) ________

    b.  Number of news releases sent out giving positions of the Order on national security issues.  (All news releases sent out on a single issue, regardless of number sent, count as one (2 points per news release - max 10 points) ________

    c.  Total number of published news items reflecting positions of the Order on national security matters (3 points each - max 15 points) _______

    d.  Number of times national security positions of the Order were broadcast on radio or TV. (Each issue or positions counts as one, regardless of number of stations that carried it or number of times reported).  (3 points each - max 15 points) _________

    e.  Number of times national security positions of the Order were published in club or organization newsletters, bulletins or programs.  (This does not include announcements of a future speaker unless a substantive description of the talk is provided).  (1 point each - max 12 points) __________

    f.  Number of published letters-to-the-Editor from the Chapter or individual Chapter members reflecting national security positions of the Order.  (2 points each letter.  (1 bonus point when published in two or more papers - max 20 points) ________

    g.  Any published article or editorial reflecting positions of the Order (5 points each item.  5 bonus points if the Order is recognized or mentioned - max 20 points) ____________

3.  Speakers Bureau:

    a.  Does the Chapter have an active Speakers Bureau?  (This means a roster of speakers and subjects, and a positive effort to have the speaker used.) (3 points) ___________

    b.  Number of times Chapter speakers spoke on national security issues. (1 point each - max 12 points) __________

4.  Civil Defense and Emergency Planning:

    a.  Does the Chapter have a civil defense or emergency planning committee? (3 points_________

    b.  Does the Chapter or any of its members have membership in civil defense or emergency services organizations such as Civil Defense, Red Cross, Civil Air Patrol, etc.?  (1 point for each - max 5 points) _________

    c.  How often has the Chapter or any of its members participated in exercises, training, or planning sessions? (2 points each event - max 12 points) _________

5.  Intelligence and Current Issues:

    a.  Does the Chapter have an intelligence or current issues officer or committee?  (5 points) ________

    b.  Does the Chapter receive a monthly intelligence/issue briefing or update, either orally delivered or a written summary?  (5 points________

6.  Special Events Focusing on National Security (this may include domestic as well as international security):

    a.  Has the Chapter sponsored any community or public programs focusing on national security issues, either alone or jointly with some other patriotic organization?  (4 points for each event - max 20 points) ________

    b.  (1 bonus point for each individually-sponsored event - max 5 points) _________

    c.  (1 bonus point for each event that had over 100 persons in attendance - max 5 points) ________

7.  Other actions that support National Security Objectives of the Order:

(List and briefly identify each event, and provide a detailed explanation and supporting documents in the body of the report.  A maximum of four special, national security events or actions may be claimed, and each will have a minimum of five points that can be awarded.  The actions claimed/reported here cannot duplicate actions listed above - max 20 points)

8.  EVALUATION COMMITTEE: 

A committee made up of at least three members of the NSC will review and evaluate submissions.  After assigning weight to the various items listed above, the members of the committee will review the submission as a whole and assign a score based on this personal evaluation.  For example, two submissions may be about equal in number of actions, but one may be superior in quality.  This will be the determination of the review committee.  Each member will have ten (10) points they may award based on their evaluation.

* Submissions must be postmarked not later than 15 June each year.  One point will be deducted for each day after 15 June, and no reports will be considered that are received later than 3 July each year.
